Not all. Rural police station are obviously unmanned at night. A lot are unmanned for a good part of the day. IE when they all go to JJ cafe in Hagworthingham. Where there is at least 3 police cars there at dinner time. Ever watch Early Doors a TV programme about a pub? That shows the police in there true light. Come to think of it Ideal is another comedy which throws in another bent copper.

What is this doing in "Stolen Bikes"?
If you want a rant at the police, here is not the place.
+1 for that. As for the stolen bikes this was clearly a professional crime not aimed at cyclists or anybody else - they would have stolen computers, rag dolls or even used underpants if they could make money on them and like any other professional they know their job and how best to "get away" with it.
One comment I must add though regarding the police and the attitude of some towards them. Complaining about things done in the past is REALLY easy with 100% perfect hindsight. I suspect almost every crime or disaster could be prevented if we knew what was going or about to happen and finally - You are on a bicycle - how long do you think you would last without the police to at least try and make other [much larger] vehicle drivers obey the rules of the road ?
