70's road race mid fixie conversion!

my brothers 70's raleigh road bike went missing from outside his flat! it was chained to a railing and was taken over night in bedford, bedfordshire. its white with red bar tape. the thing we cant work out is its mid way through a fixie conversion! and dosent have a chain! so who ever took wont have got far on the thing! wouldnt mind but these old bikes dont go for much as it isnt a particularly sort after model!
