If only there were some kind of official body empowered to decide who should and shouldn't be on the road and make sure that only the competent were there.

Looks like closed roads, I particularly like the bit when the "master Driving instructor" over takes the cyclist through a junction... I feel I may be being a bit picky though. I liked it, should be placed on prime time like the old Public Information films.

No, never seen such a thing anywhere, ever (except in London of course).

From the article I read about this today he feels that there is too much emphasise put on wearing a helmet and hi viz as they don't really protect you if you are hit by a car. I wear a helmet as I have almost ended up in a few ditches due to so of the drivers around my way

Ummmmm - I seem to remember CB's main point was that discussion of helmets is a massive distraction from the real issues of road safety?
