I have come across the term 'cycle-proof' or 'cycle-proofing' regarding parts of the road network several times recently and find it rather confusing.
Does it mean a road design from which cyclists will be protected by banning cycling, or does it mean cyclists will be in some manner sheltered or protected (from motor traffic) when within a cycle-proofed area?
Anyone else finding the terminology confusing?
 
In theory it means the latter.

In practice I suspect it means "provide a minimum-standard off-carriageway path so we can say we've provided for cyclists, even though few people will actually want to use it".

But we live in hope...
