to be fair, if your going to ride on the motorway then what he did is safer tahn trying to get across 6 lanes of traffice and a central reservation to the other hard shoulder plus its probably safer to be facing the oncoming traffic to see if a juggernaut is about to kill you , rtaher than have it mow you down from behind.

also the tarmac on hard shoulders is often a different colour, as a are cycle and bus lanes - perhaps he got confused.
