If it's an avatar pic you're trying to insert, go into your profile page or the personal details page and click on where the picture should be - it should then give you the option to upload a photo.

If you're wanting to put a photo in a post you need to make a minimum number of posts first, then a button marked "upload a file" will appear next to the "post reply" one. Hope that helps.
