Hybrid/Road bike for someone 4'11-5'3

My gf's bike was nicked the other day from her previous place so while she's away in Oz I want to surprise her with a new bike. Looking for something suitable for someone 4'11. It can be anything from a hybrid, old tourer through to roadbike.

Budget is as low as possible as I'm currently unemployed
