My possible Flying Scot

I'm not sure if this is or is not a Flying Scot, a couple of bike shops have suggested it is, while one has suggested it isn't. No markings but it certainly has the luggings and is of the correct era.

not sure if this image will come out clearly enough but i took this picture at a museum store of a flying scotsman, the lugs look very similar.

i hope it helps although whatever it is, it sure is a fine looking bike.

See here. Unfortunately it says one of the main giveaways is in the design of the forks, and I guess those chrome ones aren't original.
