Software to create videos from 2 others, top and bottom?

Given that this is a general video-editing issue, and not strictly cycling-related, I'm not posting it in our "Components and Accessories" sub-forum. I have a pair of videos, one each produced by my front helmet-mounted and rear seat post-mounted cameras, and want to create a video that shows the front view on top of the rear view.

Suggestions, anyone? I have searched, but haven't found any ideal solution yet, so if you know of an application that is easy to use and does this kind of editing well, please let me know.

If you google 'make picture in picture video' it appears some of the common software can do it, just choose your weapon.
