It doesn't seem likely that pedestrians are going to litter on a motorway slip road.

It also doesn't seem likely that there will be bins on a motorway slip road where cars are not permitted to stop.

Methinks the motorist doth protest too much.

Err...motorists aren't always the problem, sometimes it's the very authority that's responsible for cleaning it up.

We were driving the A1 sometime last year near Newark. There was a council refuse lorry driving along...spewing rubbish and litter out the open back.
In that moment I thought I'm going to phone them later....but later, I couldn't remember what authority it was, etc etc...and so I shrugged my shoulders and moved on.

Talking to the guys clearing the rubbish from the motorways its always the junctions where they chuck it out most.

They had a guy killed while litter picking.

It makes me wonder exactly what they are actually thinking when they think that is normal behaviour.
