You need special bags called 'panniers'. These hang on each side of the rack, often with hooks, or a fancy quick-release mechanism. Sometimes the panniers are connected, and the whole thing is laid across the rack. If you already have the rack, take the bike to a local bike shop and show it to them, and they will be able to advise you on what panniers are most suitable.
