Basic maths.
Lets work on 120 flashes a minute,
Thats 2 per second 0.5 seconds that its illuminated for, that works out at 30 seconds its illuminated for over a minute. So it works out over a long period its defo not lit up for as much as static.
That was a example that should work with other specs!

Batteries will drain quicker with the light on static.

If you look at the spec given on most lights they give X hours for static and X + (more time) on flashing thereby demonstrating that static is more demanding.
