I am in the process of getting a new hardtail and it's a large size and as I am 5'10, the guy from my lbs said large but how does that work out in inches?

Depends on the bike and how you measure it - any decent brand will give frame dimensions on line.
But what you need depends on your own measurements as well - leg length, back length etc. A good bike fit would determine both for you but that may not be possible under Covid regs.

Could be anything, depending on the style of frame. My large MTB frames measure 23".

Around 20" would be large by modern day standards, depending on exactly what you mean by 'large'.
Do bear in mind their is no industry standard sizing system, so what constitutes a large will vary from brand to brand.

Get a test ride and see what suits you. I aged and my reactions slowed a little a larger size suited me better than the size I used to happily ride for most of my life, it felt less twitchy and more stable.
I don't think there is an exact formula regarding sizing and position, we are all different.

Unfortunately they didn't have any in stock and the guy at my lbs said because of my height he said instantly said large

You need to get on the bikes and test ride them, what seems a good fit on paper sometimes just doesn't fit when you ride it.
