New Tyres on old rims

Hi All,

I have the following rims on my specialized crosstrail disc bike, Alex Disc alloy 700c, double-wall w/ CNC side walls, pinned, 32h, and i have 700 x 38c tyres on it at the moment but my question is can i go lower to 700 x 28 and if i can will it make any difference to my average speed and if it will then roughly how much will it increase

Any difference due to the width will likely be insignificant compared to the differences in weight, rolling resistance (itself a function fo tread pattern and rubber composition used) and inflation pressure.
