it's the 'think of the children bit' that made me laugh, one commentator got it right:-

Riding around stark naked is likely to offend the sensibilities of old ladies and Daily Fail readers. Children are most likely to point and laugh, I would have thought.

So what crime was he charged with? It's not clear in the artical what law was broken?
Last time I checked being naked in England and Wales is not a crime in itself.

I think the difference here was that he intended to provoke such a reaction.

By deliberately undressing and cycling past these people he intended to cause them distress.

oh I'm sure the intent was there but it's the fact that naked flesh can be a source of distress that is ridiculous.
