Films/artists/whatever that share similarities, yet one is wildly successful or admired while the other, despite being arguably better, languishes in relative or absolute obscurity.
For example:
Overrated: The Matrix
Underrated: Dark City, ExistenZ, Avalon

Over: Lost
Under: Carnivale

Over: The Kills
Under: Royal Trux

Over: Kanye West, The Neptunes
Under: Blackalicious

etc...

Reasons for one and not the other - ability to network and who you know and how much you brown nose/self promote in certain industries can misplace the actual talent of an individual.

Plus, mass appeal is often about mass advertising though with certain things it can beabout individual taste as to what is under/over rated.
