Not sure on weight but a 54cm Tarmac would be good for 5’ 7” to 5’ 10”, but always best to try before you buy.

No, I've extended the seat post fully to take a measurement of the maximum height to the floor. The photo here is my riding height. Top of saddle to floor 102cm.

It's a fantastic bike for the money. At best I could drop to £550 but I can't really go any lower.
