The CC Scrapheap challenge?

Has anything like this been done before? The challenge is to go to your nearest scrap heap and try and build a fully working bike as cheaply and of as a hight a quality as possible.

Could someone enlighten me as to how easy this might be though? I imagine there is some likelihood that you might find a bike almost fully working on a scrap heap?
