Tyre bulging off rim

I've just tried to put a new inner type on the back wheel of my Tricross Specialized Sport but for some reason every time I blow up the tyre to full pressure the tyre bulges off the rim.

Do I need new tyres or is there anything else I do?

Puzzle game procrastinator!
Make sure that you are not pinching the inner tube with the bead of the tyre. If you do, that could cause the tyre to bulge and the tube will soon explode! (If you have done that, there is a good chance that you will have damaged the tube so even if you reseat the tyre, the tube might spring a leak later.)

Push the valve right in before you start pumping the tyre up, if you do up the nut on the valve, it can cause bulging. A guy at Schwalbe (at a bike show) gave my friend this advice when his tyres were doing the same thing and sorted out the problem.
