In my opinion the Tektro's (or the Cane Creek version) is better than the Dia Compe. The Dia Compe has brake noodle tubes at the hoods (under the bar tape) which are inconvenient. The little plastic cap on the front that you need to remove and replace to change the brake cable is not good either. They work by making the cable go over a cam inside the lever which bends the cable every time you brake. The Tektro's are just normal brake levers without any of these drawbacks. They work by simply putting the the pivot point further from the cable and increasing the pull. This does make the lever body deeper so if you've got very small hands it may not be so good.
