Weimann brakes sticking

I have those old weimann brakes on my hack..only when I release the lever one side remains locked on the rim. I took the unit apart, cleaned it and lightly oiled it and re assembled..but still the same problem. I have the same issue on both front and rear brakes. The cable look ok to me..no rust..but they may have been on the bike a long time as I havent had it long.
Any hints?

If the calipers return to 'open' okay with the cables detatched, then it's either the cables or the levers. Most likely the cables.

1. loosen the long mounting bolt.
2. squeeze the lever
3. whilst the lever's still squeezed, tighten the long mounting bolt.

the above 3 steps are easier with a friend, or a cabletie
