Looking for a winter jacket that can be worn from around 2 degrees with perhaps a base layer and jersey underneath, that can then be worn up to about 12 degrees with just a summer jersey underneath.

That's quite a big temperature range and you'll be wanting something breathable. How much do you want to spend? Can you run to a Rapha softshell at... whatever they are now? £200??

I've been trying to see if anywhere has got deals on the Gore Oxygen SO windstopper jacket, best I've found is GB Cycles at £92 - but they only have it in black. It's a well reviewed jacket but unless I can find it at less then it's out of your price range.

Assos 851 is good but a bit pricey.

personally i'd say you're not gonna be comfy in a softshell at 12 deg, not unless it's got serious vents.
i've got this one: http://www.wiggle.co.uk/p/Cycle/7/dhb_Hawkley_Waterproof_Jacket/5360030691/
very nice, fine today ('bout 1 deg c?) with helly hansen base layer and dhb (thin-ish) L.S. jersey. prob'ly JUST ok at 12 deg if you're nesh and/or ride either very slowly or only down steep hills ;)
only thing is the front 'puffs out' a bit , but fine with the camelback (so i've relegated it to mtb/fixie duties).

even better is my polaris tungsten: http://www.dotbike.com/ProductsP3462.aspx?Track=FGL
