The 3 conditions for a given year be a leap year are:
- The year is exactly divisible by four (with no remainder);
- If the year is divisible by 100 (years ending in two zeros), it is not a leap, except if
- It is also divisible by 400 (in this case it will be a leap year).


So the year 2,000 was a leap year due to the third condition.

I asked about what date they usually celebrate his birthday, and it’s moveable depending on whether 28th or 1st is nearer to the weekend.

It's not possible to be precise, because the proportion of live births that result in triplets is quoted as different numbers in different sources. Most seem to be in the range of 1 in 7,000 to 1 in 10,000.
The odds of being born on 29th February are known exactly = 1 in 1,461.
Using 1 in 10,000 for triplet births (and rounding off) gives an answer of about 14.5 million to 1.
