It would be easy to not notice that chain especially in the falling light and if you were glancing at your friends or focusing on the route further ahead. RIP.

Absolute shock hitting a chain you couldn't see, the traffic cones must be after the accident had occured

Why didn't some bright spark work out that the chain would be hard to see for cyclists using the dock? I reckon this is a serious health and safety failure!
