'Due diligence' is met by telling the police you found it. Most (depends on the stations own policy) stations will either take the bike for a month, or advise you not to use/alter/sell it for a month, after which time you can 'assume ownership', if the loser hasn't come forward and reported it.

Be aware though, that the bike will always remain the property of the true owner, no matter how long you have it, or how much work you do to it. If someone pops up later able to prove it was originally theirs, they have a right to its return.

thanks for the input
i operate a social/community enterprise and have a space where all the locals will leave stuff they don't want for us to recycle, this bike was left there but it looked a little too good so wanted to see if anyone could help me with its history..

as for the legal side, if its abandoned...??

Yes, those circumstances could be a little different. There's a difference between a lost/stolen bike, and a bike knowingly abandoned by its owner - in that case they couldn't just take it back, and if they were persistent it would probably be an interesting civil case!

It would appear on the face value of things someone has made a nice contribution to your community project, so if I were you I'd wait a month (just in case it was a stolen) then make use of it

Unless you want Spambots trolling your phone number...
i hear that.. but they are fun sometimes when they call you the game is to see how long you can keep them on line and just as it sounds like there on to you, declare them the new record holder and you'll find a nice face off a porn site to put above there name on the wall of ppi c**ts

When I found my bike dumped in a river and took it to the Police I was amazed that they actually entered the details in a big ledger and tore off a piece of the page for me to keep. I realised then that there was no chance of anybody linking my find with any report of a stolen bike held on a computer. A month later it became my bike and I've had over three good years of enjoyment out of it.
