It is very odd to me that the Armstrong years are the only ones (afaik) where there is no official winner. If there has been an explanation for that inconsistency, I missed it.Gotta say I'm not a fan of retrospectively awarding results. It makes sense in very straightforward athletic events - running, jumping, throwing etc but none at all in complex team events. I think what they did with Armstrong was the right approach.
Not that it really matters either way as it's just a paper adjustment.
