help! my gears are messed up!

i recently bought a new bicycle and the front has two gears but whenever i shift them the chain will stay on the bigger cog and not go down (sorry im a beginer at riding) what should i do? please help

Bit more detail please. The front has 2 cogs, so is known as a 'double'. I assume it's a road bike, can you advise which gears you have eg Shimano, SRAM?
