If I were you I might try a different (e.g. kmc) chain rather than buy the tool. The reason I say this is because even if it is there I don't think a small misalignment at the hanger would cause the problem. Good luck!

Kmc chain on now. No difference. It is the cheapest kmc 10 speed chain, a ".73", but I don't think a more expensive one would help.

Googling this problem brings up similar unresolved threads on this and other forums. I'm sorry to have to add to that list of threads.

Cable tension at the rear sounds a bit 'off', too. Either turn toward or away from the bike an 1/8-1/4 of a turn.
