Are there any low cost no frills MTB pedals that have replaceable sealed bearing units in them ?

I've got a pile of knackerd cheap pedals, and I hate waste.

Yes, VP and Wellgo.

Wellgo makes the world's best pedals in my opinion. It is a little Taiwanese company that makes dozens of different models. At the low end, they are what you pay for but at the high end they are still affordable and extremely good. I have one pair with more than 90 000 km on them. I've replaced the bearings once. The trick with good pedal design is not to put the biggest, most expensive bearings in there you can get, but to design the spindle in such a way that it's flex doesn't derail the deep groove bearing on itself, destroying the bearing in the process.
