its for a business i believe, in order to pay for the waste removal based on how much is produced (and perhaps to try and get businesses conscious on how much waste they produce) they charge for specific bin bags in which to place rubbish, these are then collected, normal ones from the supermarket won't be collected as the charge of the bin bags covers the cost of collection.
had the same with some mountaineering huts in cumbria a couple of years back, we just used normal ones and found a builders skip
