Yes, unlikely though, has it's a penalty fine, and not points on licence. Unless an accident takes place because a driver stopped in a yellow box illegally.
Technically yes, dependent on the markings and their legal status, but they won't. That's the whole point of it being devolved to the loaal authority in the first place. Gives the police more time to deal with people that say something unkind on X.
