I suspect so, however, http://www.wiggle.co.uk/schwalbe-marathon-original-greenguard-rigid-road-city-tyre/ those are available in 25mm (they are rather heavy though). IF you can get 28mm on there then you can get these: http://www.wiggle.co.uk/continental-tourride-city-road-tyre/

Both of those will make it slower on road though. Vicksters suggestion is a good one.

28mm slicks, but 28mm knobbly tyres can often be much broader especially in the vertical plane, and might not clear the frame, fork or brakes.

anyway it's irrelevant. the Escape or Trek 7.4 would far better suit your requirements as stated.
