23" is very, very large for a MTB. how tall is your mate and what does he intend to do with his MTB?

It's just a rider for him, we did ride London in June and he really struggles on is 18" frame
I think I've sourced a Raleigh Maverick for him
 
I'm 6' 1" and ride a 19" or 20" depending on the top tube length. A 23" frame will fit him only if he's above 6' 6" in height. Or some kind of freak of nature. Or likes to ride in platform shoes. Or lives in a parallel dimension or summin.

I'm a gnats nadger under 6'4" with a 34.5" inside leg and a 20" is spot on for me on a HT. I can do an 18, but its not the ideal, and I'm too old for 1980s arriss in the air MTBing.

Ah, my first ever MTB was a 23.5" Dawes Wildcat. He'll grow into it the old chap in the shop said. Maybe if I was still growing now it would be about right. I owe the few bike handling skills I have now to that bike. If I slipped forwards it was all over! Can I ride that section? If the alternative is slapping your plums violently onto a metal bar, then, yes I can ride that section.

Back then, MTBs seemed to come in three sizes. 19.5" was the smallest size Dawes offered! How I wished I had got one of those! He would need to be very tall!
