I once had a taxi paid for to bypass a line blocked by a broken down train when there wasn't enough time to wait for a later train, but that was only ~6miles. I don't know whether they would have paid for a much longer journey.
I used to commute to Corby and for some reason the train service was appalling. I often ended up in railway provided taxis to/from Wellingborough (or was it Kettering, I forget) I don't suppose they'd have done that unless they were obligated to.
...note the word 'reasonably' in 28.2, and of course if there're many people and not enough alternative transport/accommodation, things could still get pretty grim
