Normally yes, they're required to. And that may mean a taxi paid for by the train company.

I once had a taxi paid for to bypass a line blocked by a broken down train when there wasn't enough time to wait for a later train, but that was only ~6miles. I don't know whether they would have paid for a much longer journey.

I used to commute to Corby and for some reason the train service was appalling. I often ended up in railway provided taxis to/from Wellingborough (or was it Kettering, I forget) I don't suppose they'd have done that unless they were obligated to.
