Flipped the bike over to do a quick tube change this morning as it was flat before i set off to work and the ruddy bike fell over and bent the rear hanger .

It's nothing to do with those pathetic rules.
Flip your bike and you risk damage to the saddle, the handle bars, the shifters and as with the OP other damage if it falls over.
There really is no need to filp it. Just place the bike carefully down on the ground, lean it against something or hang it up once you have removed a wheel.
