Any ideas? About old stems!

I just got my old frame back from the LBS, it is now going to be my commuter/ tourer however I have put a new brooks saddle on it and would now like to raise the drop bars a little to make it a slightly more upright ride, but the stem is jammed with rust, any ideas on how to get it unjammed ?

I have managed to loosen the allan key bolt on the top but that is all!

shall I take it its a quill stem?
Youd need to loosen the bolt until it sticks up a cm or two ond gently tap it down with a hammer. It should then move ok

Tapping the bolt head down should work. When you get it moving, remove the stem, clean of any loose rust and liberally coat it in grease to prevent this happening again.
