Bars to stem install

Hi all, i recently bought a Pro Vibe 7s bar and stem combo, lovely ! however, when i came to clamp the faceplate onto the bars, the bottom 2 bolts do not tighten fully and clamp the spacer, supplied, the bolts are as tight as i dare go but the spacer is still 'floating' between the bottom bolts of the clamp. i know i'm being a doughnut somewhere, but can.t work out if im missing another spacer or just missing the point !! desperatly missing road miles, PLEASE SOMEONE HELP. You need to undo the top two bolts and then tighten all 4 bolts to leave you with the same gap top and bottom between the faceplate and the stem body.
