I have a set of cow horn bars, looking to put the break leavers in the ends. Even at the largest setting they are still a bit loose, any ideas

Yes. Cow horns were a daft idea when they first appeared 50 years ago and still are. If you insist on being a fashion victim, get some pink lycra and leave the bars alone.
