Rechargables are the way forward for most devices in my opinion. No need to worry about throwing away batteries with charge left in them, as you just stick 'em in a smart charger and they are charged accordingly. If you need the batteries instantly, buy two sets and keep one charged ready whilst the other is in the device.

Saves loads of money as well.

A cheap multimeter is fine.
If the thing bleeps test the voltage just after the bleep.

And with 9V batteries the tongue test works!
