how much should i expect to pay a lbs to change a pair of wheels on a road bike?

Do you mean swap over the tyres and tubes and then fit them to the bike?

the wheels bought from the same lbs? guess £10, perhaps even free.

not bought from the same lbs? guess £20

Tyre levers, a good pump and half an hours work are all you need though.
