This bridge fascinates me. In fact it's an old packhorse bridge and there wasn't much more stone on it than you see here:

Going back to the OP, it may be worth reporting them to the local council/ rights of way officer, they will get fixed at some point but not if they don't know about them. Since I gave up working contracts for rights of way some years ago I assure you I am not touting for work ;)
