Why not ask your gran to knit you your winter gear?

I assume by 'budget', you mean cheap!

I think it's best to find out how much you have to spend and buy accordingly.
It's no fun cycling in cold, wet, windy weather with inferior (cheap) clothing.

Once again, have a look at wiggle and see what appeals to you. But there are plenty of other internet shops available.

I would stronly recommend a waterproof jacket for the reasons given above.

I can't speak for those bib-tights you link to, but Decathlon do about three grades of winter bib-tights, I think. My mate's got the most expensive ones with the thick wind windstopper panels on the front, thighs and knees, and he thinks they're very good.

For the higher end stuff, Decathlon are no cheaper than other brands, though. I have some Pearl Izumi bib-tights (without a chamois) which don't have windstopper panels, but are still extremely warm. I paid the equivalent of about 45 quid in a sale.

dhb Merston winter longs are pretty good, in my experience.

Baselayers - I bought mine from the local TK Maxx' ski-ing section - £10 each.
