In Fuertaventura, along the north coast route the obliging local bus driver just flung (rental!) bikes in the luggage carry area where suitcases usually go. It was great for tourists as they cycled the bumpy route across from Corralejo to El Cotillo and then caught the bus back along the main road. As it generated business for the cycle hire firms, that they wouldn't otherwise have had, perhaps they didn't mind it too much either? I'd do it to someone else's bike, if they let me. I'd never do it to mine!

That is surprising..

Slightly different culturally but an even more litigious state.

Not surprising really. They work very well. Bus stops. Driver see's you have a bike. They wait until you attach it to the rack. When you get off the bus you tell the bus driver you are getting your bike.

I can speak to Milwaukee & Los Angeles. They both have a fairly high usage. Milwaukee took some time to get started. Not sure of the LA growth but I was worried that the racks would be full when I needed them. They seem to be very popular.
