Can I use these inner tubes....

Hi

I have two brand new Continental Race 28 (700 x18/25C) inner tubes. Can I use them in 700 x 28 tyres? I need to replace my tyres and want to move up from 25 to 28s for a bit more comfort on the Glasgow pot holes.

There a bit small but Ive borrowed a smaller 700cc tube (a 19-23) after a pture and a valve snap of my spare 28mm tube and never had a problem.
