Cant fettle v brakes

Cant seem to fettle the v brakes on my hack bike or the kids new bike.

Problem seems to be that one of the arms doesnt return to its original position after it has been applied and stays very close to the rim and then rubs. (same problem on both bikes).

Whilst no expert i can do most simple mechanical things but just cant sort this, any ideas or suggestions would be appreciated

Did you put the loopy spring type mechanism back in properly? Did you adjust the cable?

You've probably done this but there's little screws which alter the tension on the springs to centre the brakes, one side is too loose or too tight?
