I know in my last 2 vauxhalls. its always been 2mph under, checked by satnav at 30mph (speedo at 28mph) and also there are a couple of speed checks near me that flash up your speed (to encourage you to check your speed) and look at the speedo 30mph and the sign flashes at 28mph.
