Carbon fork steerer tube replacement

I know that on all carbon road forks it's generally not possible to change the steerer tube, but surely there is a company out there that will remove an old steerer and bond a new one in?

Anyone know of such a company?

All carbon as in a carbon steerer tube and blades?

Even if it could be done it sounds only slightly less complictaed than trying to re-attach a human head.
