Depends on the Mech, but if it's a road one you are about at the limits already. Only new Campag goes to 29.

I am sure for Campag double chainsets (with 135mm bcd) 39T is the smallest chainring that will fit.

Also as fossy said generally Campag cassettes don't go larger than 29T. One can apply various tricks to bypass that, but then the rear mech might also need changing.

Unless he explores more economical solutions by e.g. non Campag chainset, I think what the OP has been told is about right.

I'd built up a fairly comprehensive reply when my blasted laptop seized up.
As RecordAce says, 39 is the smallest ring for a standard Campag 135mm bcd crankset. A cheapish way to change the gear range, from a 37"-106" to 32"-104", would be to get a 34/50 Stronglight Impact chainset for £50:

This might not be totally compatible with the current bottom bracket - see http://sheldonbrown.com/bbtaper.html, but to be totally certain, a decent new 107mm BB can be had for £12: http://www.spacycles.co.uk/products.php?plid=m2b0s110p141
This would not involve a new cassette, providing it's not too worn (in which case a new chain would also be needed), probably the chain length would still be OK, and the total outlay of £62, assuming Smeggers could supply the labour, would be much less than the quoted £150. He could even recoup some of this by selling the Campag chainset and BB - maybe even make a profit on the deal!

Thanks for this - much appreciated.

I could, I suppose, at a push, just get fitter!
It will come together! I never thought I'd get off the stock 30T cassette (with compact front) which was standard fit on the Felt. I'm about to out on a 26T so I can tighten up the ratio range. It's surprising how if you persevere it comes up.

All of this does depend on where you live of course! There isn't anything too scary around here.
