Haven't seen that in a while - basically, the Domina Vacanze Smart car pulls up to say that he has had a call from Cipo's wife saying that some gypsies have stolen his bikes.
The bit where the camper drives past is obvious - the text says Cipo tries unsuccessfully to chase them on his own.
At the shed, a simple summary:
Cipo: "Come out, d**khead" (That's pretty much all he says)
Gypsy: "The bikes are ours" - "they were bought for my son's birthday" "they cost 200 Euro from an Albanian"
You can guess the rest. These candid camera things are one of the few things which the Europeans do pretty well.
