... you can make this with an old band-on lever set and a pair of bolt on adjustable Shimano cable stops. Remove levers from band and discard, pass thin headed M5 bolt (needs to sit in the recess that the lever pivot would have been in) from inside band and through stop, fit aero nut, cut off protruding thread flush with the aero nut (and tidy up with a file to avoid sharp edges) - repeat for the other side.

Alternatively SJS sells a band on stop for not much money BUT it's just a stop, no adjustment.
